OOC Comment: I don't know if this sort of character will fly (pun partially intended) in your universe. I made an unaffiliated Alien with description below. If it doesn't work from an RP perspective, just say no. No worries!
Name:
Varaven
Race:
Alien ("Bloom")
Gender:
non-gendered race
Age:
45 Earth Years
Career Path:
Science / Terraforming
Ship:
The Journeyman
Starfleet Affiliation: A small Bloom Fleet established contact with Starfleet following the Dominion War asking for permission to explore the Alpha Quadrant. The Bloom have not joined Starfleet; their primary interest seems to be surveying new lifeforms and planetary anomalies, but they are also diplomatically active. Some of them have accepted positions as independent scientific consultants on Starships, and others have expressed interest in joining the Daystrom Institute, but none have applied to Starfleet Academy.
Physical Description:
The Bloom are quasi-shifters, not unlike octopi. Their bodies consist of a central nucleus from which tendrils extend. These tendrils can be inflated and deflated by moving fluid through them (this is also their primary means of locomotion). They cannot change their mass, coloration, or volume as true shifters can, nor does their molecular structure change (e.g., they cannot become rocks or birds or alter their basic functions).
To interact with humanoid races, Bloom generally assume a humanoid form, which is augmented by a small array of personal forcefields. This helps them to hold this shape for long periods of time.
Varaven is approximately 1.8m tall and weighs just under 100kg. He generally wears a long brown coat, with matching pants and boots, made from a fabric that provides substantial insulation in the coldness of space. Over this coat, he wears the various forcefield-generating devices that help him maintain his shape.
Alien Physiology: A basic tricorder reading of a Bloom suggests that the species is a high-density, high-metabolism fungus. Appropriately, the Bloom seem to have sensory and communication traits based primarily on chemical olfaction rather than visual or auditory stimuli. To compensate, the Bloom have developed various devices that translate energy waves into chemical information and back again, allowing for basic interaction. This anomalous sensory development has greatly influenced their perception of the universe (e.g., they had possessed nuclear technology almost a century before they discovered that other stars even existed, because they could not perceive them).
Bloom possess an ability to exchange memories in the form of complex protein chains with members of their own species. They do not, however, possess any apparent telepathic or psychic abilities, despite Starfleet's initial impressions, and they cannot share or take the memories of other species. This memory-sharing creates great uniformity among members of their species (particularly among the different strains), but should not be mistaken for a hive-mind or any similar phenomenon.
Despite their apparent physiological advantages, Bloom are relatively frail creatures (particularly against the cold), with below average lifespans of approximately 80 years.
Personality:
Varaven is a cautious and curious, middle-ranking officer in the Bloom Fleet. He (technically incorrect, since the Bloom do not have sexes) has assembled an extremely diverse crew, consisting of species from all four quadrants, to engage in long-voyage, deep-space scientific research. The Journeyman is considered a medium survey vessel, and it generally avoids confrontations. Although Varaven has accepted numerous requests for aid from Starfleet, he turns down combat missions, and refuses to take sides in the various wars; their efforts have been noticed by the Klingon High Council, and they have been awarded diplomatic immunity in return for similar services and aid. The exception to this non-aggression pact seems to be regarding the Borg: the Journeyman has repeatedly and successfully engaged Borg vessels.
Personally, Varaven is quiet and contemplative. Starfleet Officers assigned to the Journeyman report that he is reserved, non-judgmental, and generally pleasant, but very alien. He attends social gatherings, but seems to miss out on most idioms, jokes, and philosophical questions.
Background:
The Journeyman is one of the first survey vessels to come through the Bajoran Wormhole with the Bloom "Lifeweaver" Fleet. After a long diplomatic campaign to establish peaceful relations and access to Klingon territory, the Fleet is expanding its efforts towards Romulan Space.
The Journeyman has reportedly been reassigned to the Beta Quadrant by the Bloom Fleet. Varaven has put in a formal request that the Journeyman be allowed to operate out of Starbase 332 for the unknown duration of their mission.

How much RP experience do you have and what other mmo/tabletop rpg's have you played?:
Have been doing TT RP for almost two decades. Haven't done RP in a real MMO, but have played a variety of online RPGs based on TT like V:tM, D&D, and L5R.
What interested you in our Fleet and what are you hoping to get out of your time with us?, do you have any particular charter plots in mind for you captain that you'd like to share with us?:
I started playing STO about 4 months ago, and I've enjoyed it. I have yet to join any Fleets, but an RP Fleet that isn't hellbent on war or "OMGZ we're awesum!!!1" appeals to a casual player like me.
How much do you know about Trek?:
Some TOS, most of TNG, some VOY, working my way through DS9 now, didn't bother past the first season of ENT.
Who is your favorite Starfleet Captain?:
Picard, obviously. Sisko might be a decent second, but he gets kind of preachy at times.
Trapped on a desolate planet with an angry Gorn and no weapons what would you do?:
Mythbusters say I can't actually build a bamboo/diamond cannon, so I'm going to go with RUN!
